Housing Tax Credit
The Texas Department of Housing and Community Affairs (TDHCA) administers the tax credit program for the state of Texas. TDHCA requires that a City Council issue a Resolution of Support (9% tax credit applications) or a Resolution of No Objection (4% bond applications) in order for the applications to be eligible for tax credits or bond financing through the state.
The Resolution of Support issued by the City of Plano is specifically related to potential financing only and makes no finding regarding either the suitability of the proposed development site or compliance with the City’s development regulations, and approval of the resolution will not be construed as a development permit or approval.
To apply for Resolutions from the City of Plano, Developers seeking 4% and 9% HTCs from TDHCA submit a Housing Tax Credit Resolution of Support Application within the timeline specified below:
City of Plano Timeline
• For Competitive 9% Housing Tax Credit applications:
Nine Percent (9%) Housing Tax Credit Resolution Application will be accepted from December 1st until December 15th at 3:00 p.m. each year. Staff will score complete applications and bring recommendations to the City Council for consideration by the end of January. The schedule will be adjusted to align with the Texas Department of Housing and Community Affairs (TDHCA) program calendar to ensure the applicants receive the Resolution and supporting documents within TDHCA’s deadline.
• For Non-Competitive 4% HTC applications:
Four percent (4%) housing tax credit applications are accepted year round. The applications are subject to the same evaluation criteria as the Nine Percent (9%) applications. Staff recommendations will be brought to the City Council for consideration following confirmation that all application requirements have been met. Applicants should anticipate requests for a Resolution being presented to City Council approximately 60 days after a complete application is received. Processing may take longer during holidays.
Community Housing Development Organization (CHDOs)
The City of Plano receives an annual allocation of HOME Program funding from the U.S. Department of Housing and Urban Development (HUD) to create housing for low-to-moderate income (LMI) households. The HOME Program regulations (24 CFR Part 92) require that a minimum of fifteen percent (15%) of the total HOME grant be allocated to certified CHDOs acting as an owner, developer or sponsor of a HOME-eligible project. The goal of this HOME requirement is not only to promote partnerships among federal, state, local government and nonprofit organizations, but to expand the capacity of nonprofit organizations to develop and manage decent and affordable housing.
Become A City of Plano certified CHDO
Organizations interested in certification or re-certification as a CHDO must submit the application form and provide required documents as listed in the application. CHDO applications are accepted year round. Re-certification is required each time the City commits HOME funds to a CHDO project.
The City uses an annual, consolidated grant process for funding considerations of these funds. Applications for the annual consolidated grant process are generally posted on the City's website at the end of December or beginning of January. Please note that being a certified CHDO does not guarantee funding and does not obligate the City to approve projects proposed by the CHDO.
