Heritage Preservation Tax Exemption Program

The heritage preservation tax exemption ordinance was originally passed by City Council in 1984 for the purpose of providing tax relief needed to encourage preservation and maintenance of the historic structures of the city. The money saved by participating in the program is meant to be used by the participant to make improvements and repairs to the structure or site. The Tax Exemption Program offers a partial exemption based on the improvement's value on the heritage property; the exemption will not affect any portion of the property taxes related to land. The age of tax exemption for which a property is eligible is based on the class of the historic structure as further defined below.

Class A Structures - Structures occupied exclusively for residential purposes and individually designated as a Heritage Landmark (H) could potentially receive a 100% exemption.
Class B Structures - Structures occupied in whole or in part for purposes other than residential and individually designated as a Heritage Landmark (H) could potentially receive a 50% exemption.
Class C Structures - Structures occupied exclusively for residential purposes and noted as a contributing resource in a locally designated Heritage District (HD) could potentially receive a 75% exemption.
Class D Structures - Structures occupied in whole or in part for purposes other than residential and noted as a contributing resource in a locally designated Heritage District (HD) could potentially receive a 38% exemption.

In addition to the City of Plano, other taxing entities such as Plano Independent School District and Collin College participate in the tax exemption program. Collin County operates a separate tax abatement program for historical properties, which can be viewed here.

 Program Application

Properties that are Heritage Landmarks (H) or are contributing structures within a Heritage District (HD) are eligible to participate in the program. If you are unsure if your property is eligible, please contact the Heritage Preservation Officer at 972-941-7151.

Yearly Site Assessments

Participants are required to keep their historic properties properly maintained and on occasion may be required to complete specific repair items. The money saved by participating in the program is meant to be used by the participant to make improvements and repairs to the structure or site. Each January, City staff survey the participating properties in order to verify that they are being property maintained. To view the assessment criteria, please see link below.

NEW! Extensions for Required Repairs

Requests to extend the deadline to complete repairs beyond the December 31, 2019 deadline must be submitted by October 31, 2019. Extensions may be granted for extenuating circumstances, including:

  • Cost estimates or other information indicating the repair required is more substantial than initially expected.
  • Documentation that the issue is being addressed as part of a larger series of repairs or improvements that may require additional time to complete.

Extension requests shall be submitted in writing to the Heritage Preservation Officer by October 31, 2019.
