City of Plano Recognition Policy

The City of Plano Recognition Policy was recently updated and is comprised of recognition documents issued by the Mayor or City Council. These are intended to honor and celebrate special events, significant issues or increase awareness of programs and people that make Plano excellent.

The City of Plano retains the rights to edit all document text to reflect the city’s vision, mission and goals. All requests must be submitted at least 4 to 6 weeks prior to the presentation date.

Due to an increase in requests, an organization may receive only one ceremonial document a year, additional requests must be reviewed by city staff.

Who can make a ceremonial document request?

  • Requests must be made by a City of Plano resident or an organization based in Plano.
  • Should exceptional circumstances arise in which it would be appropriate to recognize an individual who resides outside of the city, these guidelines shall give the City of Plano the discretion to consider such nominations, and to forward recommendations to the City Council, as deemed appropriate.
  • The City of Plano reserves the right to modify or deny any ceremonial document requests
  • A ceremonial document request will go through an internal review process by City of Plano staff.

Certificate of Commendation

  • Will be issued by the Mayor, City Council or an individual Councilmember if requested
  • Individual recipient or organization must reside in City of Plano
  • Issued for the following:
    • Special occasions: milestone birthdays (100+), retirement, special anniversaries (50+), professional celebrations, award recipients
    • Businesses groundbreaking or ribbon cutting/launch/grand opening
    • Major school event/achievement
    • Celebration of major individual achievements and awards
    • Individual or group who has state-wide, national or international distinction
    • Prominent person visiting the City of Plano

The certificate may be mailed or picked up at City Hall; or the Mayor or any Councilmembers may present recipient(s) with the certificate at either their location or event of choice (e.g.; Association, Annual Meeting, etc.) or at a Council Meeting (depending on time constraints).

Proclamation

A proclamation is an act that formally declares to the general public that the government has acted in a particular way.

Proclamations can be issued for:

  • City sponsored events
  • National or international groups hosting events within the City of Plano
  • Local business or local non-profit organization major milestones (Initial Public Offering-IPO, 100 Millionth Product Produced, 20 Years Headquartered in Plano, etc.)
  • Individuals recognized for outstanding contributions toward the betterment of the community (Cheryl Jackson, Minnie’s Food Pantry, U.S. Congressman Sam Johnson, Former PISD Board President, Missy Bender, etc.), including, naming a day after the individual.

Proclamations and Certificate of Commendations will not be issued for:

  • Matters of political controversy, ideological or religious beliefs, or individual conviction
  • Events or organizations with no direct relationship to the City of Plano
  • Campaigns or events contrary to city policies

    Due to an increase in requests, an organization may only receive one ceremonial document a year. We will no longer grant annual proclamations at City Council meetings; rather we honor anniversaries, such as 5th, 10th, 15th, etc.

Requests

Complete and submit a request form if you would like an appearance by the Mayor / Council at your event; a ceremonial document; or a non-traditional media-type interview with the Mayor / Council. Submit a Mayor / Council Request

Below are general descriptions of your options. Please review the descriptions prior to submitting your request. The best time to submit an appearance or document request is about six weeks prior to your event.

Appearance Requests

  • Guest or being honored Welcome Speaker - You would like the Mayor / Council to speak in a casual format for about 5 to 10 minutes welcoming a new business/event or prominent guest to the City of Plano.- You would like the Mayor / Council to attend your event but you have no expectations of a speech or ceremonial actions.
  • Keynote Speaker - You would like the Mayor / Council to speak in a formal setting for more than 10 minutes about a specific event or core message. You should provide a suggested speech.
  • Short Remarks Speaker - You would like the Mayor / Council to speak in a casual format for about 5 to 10 minutes about a specific event or particular message.
  • Ribbon Cutting - You would like the Mayor / Council to participate in the opening ceremony of a new business, building, or similar public site.
  • Groundbreaking - You would like the Mayor / Council to participate in a ceremony recognizing the start of construction for a new business, building or similar public site.
  • Present Ceremonial Document - You would like the Mayor / Council to give a 2 to 3-minute casual speech recognizing your organization; read your organization’s ceremonial document; and present the ceremonial document to your organization’s representative.
