CURRENT PARKS & RECREATION PLANNING PROJECTS
Below is more information on individual master plans for parks and trails currently under construction and/or renovation:
Arbor Hills Nature Preserve – Restroom and Storage: New restroom facility with modifications to the existing restroom.
Arbor Hills Bridge, Arbor Hills Parking and Willow Creek Park Erosion Control: This project consists of permanent erosion control/stabilization improvements including the construction of gabion walls, precast modular brick walls, trail overlook area, and underdrain structure.
Bob Woodruff Southeast Trail Replacement: Trail relocation and replacement for erosion control.
Bob Woodruff Park North and Bob Woodruff Park South renovations.
Caddo Park Master Plan Project: This project includes community input, site evaluation and analysis, hydrologic and hydraulic analysis, opinion of probable costs and design direction and scope for park and playground renovation.
Cottonwood Creek Greenbelt South: Enhancements to parkland surrounding Cottonwood Creek to connect parkland and trails to the existing Cottonwood Creek Greenbelt south of Park Boulevard.
Emergency Trail Marker System: Emergency trail markers are being implemented along Plano’s trail system, allowing emergency response teams to determine exactly where on a trail they need to respond and how to best access that location. In the spring of 2019, a pilot program was deployed along the Chisholm Trail Greenbelt to test the system’s effectiveness. That program has proven to be successful, and the system is now being be expanded to other Plano trails, including Oak Point Park Trail and Bob Woodruff Park Trail (read project FAQs here).
Evans Playground Improvements: Playground and park improvements including replacement of playground equipment and pit, pavilion replacement, lighting and trail improvements, re-striping the multi-use court, select erosion control and restoration in Prairie Creek, irrigation and landscape replacement.
Glen Meadows Park Renovation Project: This project includes community input, site evaluation and analysis, a new open air pavilion, playground, trails, park amenities, lighting, landscape and irrigation.
Hedgcoxe Undercrossing: Trail connection at Hedgcoxe to provide connection between Plano and Allen.
High Point Park Tennis Center: Renovations include new two-story pro shop, new center court, fencing, windscreens, walkways, court resurfacing and children’s playground area refresh.
Indian Creek Tributary No. 13 Study and Shady Creek Circle Bank Stabilization: Hydraulic study of a portion of Indian Creek Tributary No. 13 and plans for streambank stabilization.
Interurban Railway Museum: Maintenance of the historic Interurban Rail Car to address exterior painting and window frame restoration.
Jack Carter Park Improvements
Phased design to restore park after the Maintenance Shop is vacated per Jack Carter Park Master Plan. Improvements include concrete trails, a potential trail connection on the north bank of Spring Creek at Independence Parkway, trail rest areas, benches, site furnishings, site lighting, drinking fountains, replacement restroom building with storage, parking lot access improvements, sod establishment and irrigation improvements.
Legacy Trail – Means Drive to Penelope Lane: Trail connection to address a gap in Legacy Trail north of Hedgcoxe Road.
Median Renovations – Tennyson Parkway, K Avenue, Legacy Drive: Median renovations include replacement trees, turf grass, and irrigation.
Median Renovations – West Spring Creek Parkway, Midway Drive to Parkwood Lane: Median renovations include replacement trees, turf grass and irrigation lost to the NTMWD Force Main project.
Memorial Park Donor Recognition Plaza: Construction of plaza space for donors to recognize veterans.
Oak Point Outdoor Aquatic Facility Master Plan: Planning for renovation of the existing outdoor pool at Oak Point Recreation Center.
Oak Point Park and Nature Preserve – Phase 2 Hillside Improvements: Improvements include new concrete trail, parking lot, all-weather restroom, reservable pavilion, lawn activities area and playground.
Old Shepard Place Park Renovation: Renovations include new playground, drainage improvements, restroom building, field and irrigation improvements.
Plano Event Center Courtyard Redevelopment: Planning for conceptual options for programmable improvements within the courtyard.
Plano Transit Village Veloweb: New trail connection adjacent to the DART Red Line to connect CityLine and Central Trail in Richardson to downtown Plano as part of the North Central Texas Council of Governments (NTCOG) regional veloweb.
Prestonridge Trail Connector: Plans for trail connection between Tradition Trail and KCS and Mapleshade Lane to President George Bush Turnpike.
Russell Creek Park Playground Renovation: Playground renovations to include playground and pit replacement, grading and subsurface drainage improvements, walkways, lighting, landscape and irrigation renovation.
Shawnee Park Disc Golf Course Update
The project will update and expand the existing course from a 9-hole course to a full 18-hole recreational course with concrete tee pads, replacement baskets, as well as improved game play and caution signage. Construction of the project is expected mobilize in Fall 2020. View the disc golf course overview concept.
Silver Line Rail Trail (Cottonbelt): Trail connections in coordination with DART rail improvements from the future 12th Street and Shiloh Road Stations.
Willowcreek Park Renovation: Renovation includes trail and pedestrian bridge replacement, playground equipment and pit replacement, new picnic shelter, tree planting, turf grass and irrigation replacement.

CURRENT PARK MAINTENANCE PROJECTS
Haggard Library Landscape Improvements: Landscape renovation includes updating and beautifying existing landscape, library courtyards, main entrance area, and new irrigation system.
Alma Road Living Screen: Replacement of living screen and new irrigation system between Janwood Dr. and Plano Pkwy.
Parr Library Landscape Renovation: Replacement of current landscaping and irrigation.
Robinson Justice Center / Police and Courts Facility: Landscape renovation and new irrigation system.
Bruce Glasscock Park Site: Future park site is 7.11 acres acquired in 2017, located near Legacy Drive on Communications Drive and Water Street. Implementation of master play pending future funding.
Los Rios Park: Formerly operated as Los Rios Golf Course, the City purchased the land in 2014 with grant assistance from Collin County. A public process began in early 2018 to solicit input and create a master plan for the park; the land will be reprogrammed to City park land.
Moore Park Site: Future park site is 119 acres acquired in 1984. Future site of numerous lighted athletic fields. Fields will be subject to use 7 days and 7 nights per week, year-round.
South Central Park Site: Future park site is 58.91 acres acquired in 2013, located at Park Boulevard and Alma Drive. Future site for a community park.
